It is one thing to ask a user what he needs to be done and when (the traditional situation), but in expert system development the expert has to explain his reasons as well. This is difficult for most experts who often do not have a clear understanding of the mental processes involved in the decisions they make. The whole process of obtaining knowledge from an expert is called knowledge acquisition (or knowledge elicitation, or knowledge engineering) and is recognized to be one of the main obstacles to successful expert system development (Buchanan, Smith, White, Gritten, Feigenbaum, Lederberg, and Djerassi, 1976; Shortliffe, 1976).

Traditional languages can have a specification separate from the program itself. In PROLOG the specification is also an executable specification. This has many advantages but results in the types of problems discussed above. Higher level specification techniques are no answer since if they are to remain executable the problem remains. What is needed therefore is a better environment which will provide debugging assistance to PROLOG programmers which understands their motives, identifies conceptual errors , and guides them to correct solutions.
