On all these points Reuter (and later Brandt) came into fundamental conflict with Schumacher and the West German SPD who favoured a more independent course in the hope of speedy reunification. In Berlin Schumacher's line was supported by Franz Neumann whereas Brandt, whose official function as party linkman should have dictated such a line, in fact supported Reuter. Brandt took over his post in Berlin within a few weeks of Reuter's election to mayor. The political scene could hardly have been more dramatic.
Moreover, without a seat in the Bundestag, he was without a platform from which to make his weight in the party felt. When, in the autumn of 1963, the SPD leadership question became an open problem with Ollenhauer's health visibly failing, it was Herbert Wehner, by now an 'eminence grise' behind the scenes, who determined that Brandt should become Ollenhauer's successor. This decision was endorsed by a special party congress in February 1964 when Brandt was chosen again to be the party's candidate for Chancellor at the next election.
